The PE reports that "A lawsuit alleging a Jurupa water agency committed fraud when it sold land to Rep. Ken Calvert and his partners will be allowed to proceed." The article says nothing about the nature of the hearing but it was probably a demurrer. A demurrer challenges the sufficiency of the facts which are assumed true. The question is whether the facts as alleged state a sufficient basis for a lawsuit.
